Il s’agit d’une pétition adressée au Ministre de l’Industrie et du Commerce en 1838 par les marins de Bastia. Sachant leurs emplois menacés par le développement des bateaux à vapeur, ils réclament l’arrêt des subventions que verse l’Etat dans le but d’accélérer leur démocratisation. La disparition de la navigation à la voile mènera à « la ruine complète une classe intéressante et nombreuse que l’humanité recommande »…
Remarquez qu’à l’époque, un « bateau » semble s’écrire avec un accent circonflexe !

La classe des Marins de la ville de Bastia a l’honneur de vous adresser sa respectueuse réclamation.
Elle a précédemment exposé à M. le ministre de la marine sa déplorable situation, sa détresse occasionnée par la navigation à vapeur, et spécialement par les bâteaux de la correspondance que le gouvernement subventionne.
La requête contenant ses trop justes doléances vous a été communiquée. Mais, par votre lettre à M. le préfet de la Corse,du 4 novembre dernier, rappelant celle d’un de vos prédécesseurs du 13 janvier 1832, vous faites observer qu’il ne peut être fait droit à nos plaintes, parceque le transport des marchandises est complètement libre pour les bâteaux à vapeur comme pour les navires à voile, et qu’aucune restriction ne peut être légalement apportée à cet état de choses.
Nous reconnaissons parfaitement, M. le ministre, le principe delà liberté du commerce et1 nous convenons qu’il est applicable aussi bien aux bâteaux à vapeur qu’aux navires à voile. Mais nous disons que , sans porter aucune atteinte à ce principe, on peut imposer aux bâteaux de la correspondance, dans un traité , à raison de la subvention qu’on leur paie, la condition de se borner au transport des dépêches et des passagers, et de ne point charger de marchandises ou tout au plus de n’embarquer que quelques colis légers, d’objets spéciaux, dont un tarif réglerait la nature et les poids et dimensions.
Cette mesure serait toute légale et procurerait un résultat d’amélioration sensible pour le service des dépêches et pour la commodité des voyageurs. Les bâteaux pourraient être tenus avec quelque propreté; le pont et la chambre ne seraient pas sans cesse encombrés ; et les embarquemens et débarquemens n’occasionneraient pas des retards souvent préjudiciables. La navigation à voile profiterait en même temps de cette mesure qui la délivrerait, pour le transport des marchandises , d’une concurrence redoutable contre laquelle il lui est impossible de lutter.
La classe des marins ose donc vous solliciter vivement, M. le ministre, dans son intérêt et dans l’intérêt du gouvernement, de faire insérer au cahier des charges, lors de la prochaine adjudication pour le service des dépêches, une clause restrictive à l’égard du transport des marchandises.
Avec les bâteaux à vapeur non subventionnés, les navires à voile peuvent soutenir quelque concurrence, parce que le prix du combustible et la valeur des machines rendent la navigation à vapeur beaucoup plus chère que la navigation a voile. Ce que les exposants se bornent à demander, au nom de la justice : c’est que le gouvernement fasse cesser le monopole absolu que la subvention attribue aux bâteaux de la correspondance.
En fesant droit à une réclamation si fondée, vous préviendrez la ruine complète d’une classe intéressante et nombreuse que l’humanité recommande, d’une classe qui a toujours fourni un contingent si considérable et si nécessaire aux équipages de ligne, et qui, par l’état actuel des choses, diminue tous les jours et finirait par entièrement disparaître.
